A declassified message from Gen. Carl Spaatz, Commander, US Army Strategic Air Forces, to Brig. Gen. Lauris Norstad, Twentieth Air Force Chief of Staff, dated 7 Aug 1945. Following up on his inspection of “Baker Two Nine (B-29) operations” in the Pacific Theater, Gen.
